The Adafruit tutorial points you to 32-bit binaries for the python libraries, and my computer being a 64-bit Windows 8.1 OS installation needed 64-bit binaries. I eventually found and installed them -- they were in a different folder of the same website as the 32-bit binaries. Programming the FT232H breakout in Python is pretty easy.
